The design centers upon pools of mist with glowing Reeds of Light within the Twin Tower footprints. The pools of mist — ethereal, delicate voids of swirling mist (clouds) — symbolize the permanent void felt by both the loss of loved ones and tear in the urban fabric.

The Reeds of Light, individually represent victims of the tragedy, peering through the mist.
